I just had someone in my office that is developing facilities to hold 18000 lbs of anhydrous.  He is doing this for his own use on his own farms.  He will not be distributing to others.  At this point it looks like it is part of a farming operation and allowed as an accessory use.  He also talked about Iowa farmers that are putting in 30000 lb bulk propane tanks to power grain driers.   Again this is for on farm use, no distribution.  Is that too big to be considered a normal farming operation.  If you were putting in a 30000 lb tank for distribution we would require a conditional use permit.

We don't have sizes listed, just bulk storage. I would think this is bulk storage, so we would too require a C.U.P. Maybe we should start looking at the regs in more detail in regards to farming. I think most of our regs were written for farmers that farm 160 to 600 acres not guys who farm 1,000 or more and want to centralize storage. A lot of the big farmers I have here are actually decentralizing a lot of activities by putting machine sheds and/or grain bins on quarters they own/lease. But I can see bulk storage of propane and anhydrous since it could be cheaper in larger quantities.
