Building Permit Fee

The City owns land outside of our Extraterritorial Jurisdiction.  We lease this land to a semi-private golf course.  The golf course is getting ready to begin construction on a new Clubhouse.  We are requiring them to go throught the building permit process, because it is City property and all new buildings become part of the leased land, however does anyone know if we can legally collect the permit fee?  I am unsure because they are out of our jurisdiction.
